Neville Hattingh


Neville Hattingh

Neville is the Director and Founder of Element and has exceptional business acumen, having owned and managed a successful consultancy abroad as well as leading large teams of environmental consultants in Australia.

Neville has over 15 years experience in environmental impact assessment, environmental planning and environmental management, across the transport, resources, infrastructure, water, and property sectors. He has successfully led the project management and coordination of more than 250 environmental approvals, including the range of professionals and specialists involved.

Neville has provided expert guidance to the complex environmental approvals process under Part 4, Part 5 and Part 3A (since repealed) of the Environmental Planning and Assessment Act (EP&A Act) on a number of projects including:

  • North West Rail Link
  • Marulan South Limestone Mine
  • Maldon Rail Terminal
  • Badgerys Creek Quarry and Brick Making
  • ARTC Curve Easing project


Neville is a proven leader of multidisciplinary teams with strong communication and management skills. He specialises in delivering client-focused solutions whilst managing social and environmental risk, reputation, regulatory approvals and compliance. Irina Kliger

Senior Environmental Manager

Irina Kliger

Irina has 20 years experience as an environmental professional and over 10 years’ experience in construction environmental impact management, construction approvals and environmental impact assessment, across the transport infrastructure, waste, energy and water sectors.

She has managed and mentored an environmental team of 11 personnel, leading the development and implementation of project environmental documentation including Construction Environmental Management Plans, issue-specific sub-plans, additional environmental assessments and consistency reviews as well as advised on key tender environmental risks. Irina liaised with the clients, government agencies and key environmental stakeholders in relation to all aspects of the projects. She managed multiple environmental consultancies performing a range of services including heritage, biodiversity, soil and water and noise and vibration assessments for various projects.

Irina has qualifications including a master of Science in Environmental Geochemistry and Soil Science, Training the Trainer certification (Australian Institute of Management), diploma of Strategic Negotiation and Influencing, Rail Industry Worker certification, and an ISO 14001 Environmental Auditors certification.

Darren Green


Darren Green

Darren has 10 years experience specialising in the project management of environmental assessments and construction approvals across the transport, infrastructure, water, extractive, construction and waste sectors.

Darren’s experience provides significant value to clients, in both the planning approvals and construction phases of projects. Darren has led the delivery of environmental approvals for State Significant and other major projects and has then worked as the environment and community manager during the construction phase. This allows Darren to truly understand what works and doesn’t work on-site, and therefore what environmental controls should be committed to in the environmental assessment of a project.

Darren is also a RABQSA ISO 14001:2004 Lead Auditor and is endorsed by the Department of Planning and Environment to undertake independent environmental audits against conditions of consent for major projects.

Luke Farrell

Luke Farrell

Luke has over 9 years experience in environmental impact assessment, environmental planning and environmental management, across the transport, extractive industry, water and construction and infrastructure sectors.

Luke has worked in secondment roles (client side) and as an independent consultant in environmental assessment and construction management roles on several major infrastructure projects, providing sound advice and practical solutions to complex environmental issues. He has demonstrated his excellent written and verbal communication skills on these projects and achieved excellent results for our clients.

Luke is currently delivering environmental planning approvals under Part 4 and 5 of the EP&A Act including Review of Environmental Factors, Designated Development and State Significant Development Environmental Impact Statements, as well as construction approvals and environmental management plans.

Rachel Dodd

Senior Environmental Consultant

Rachel Dodd

Rachel regularly works with local, state and commonwealth government regulatory authorities and private industries, providing specialist environmental planning consultancy advice and project management services. In the delivery of planning approvals for major projects, Rachel manages multidisciplinary teams of specialists, engages thoroughly with government agencies and prepares high quality environmental assessment documentation. Over her 10 years in the environmental consulting industry Rachel has also gained a sound understanding of construction phase environmental issues through on-site environmental management, compliance auditing and stakeholder consultation roles.

Rachel has expertise in a wide range of industry sectors including underground coal mining, rail infrastructure, ports, waste management, materials handling facilities, quarries and renewable energy (wind power and bio-refining). Rachel has managed numerous State Significant Infrastructure and Development projects and is well versed in the environmental legislative context of NSW.

Mark Ryan

Senior Environmental Consultant

Mark Ryan

Based in Townsville, Queensland, Mark has 11 years experience in environmental consulting, with expertise in achieving sustainable outcomes for residential, mixed use (housing, commercial and light industrial) and linear infrastructure projects (roads, railways and pipelines).

Mark has demonstrated experience as a project manager having been responsible for the execution of a wide range of environmental assessments, leading projects from the project approval phase to implementation. Mark is committed to delivering projects on time, within budget, and excels at leading and managing multidisciplinary teams.

Mark recently completed a contract role as the Environment Manager for the construction of the $400 million White Rock Wind Farm in northern NSW, the largest wind farm in Australia.

Mark Roberts

Senior Environmental Consultant

Mark Roberts

Mark is a qualified environmental scientist with experience in environmental approvals and assessments. He has 9 years experience in the preparation of environmental impact assessments and management plans with particular expertise in mining, extractive industry, water, road and waste projects. Mark is an exceptional project manager and lead author who gained these valuable skills through the delivery of a number of complex State Significant projects.

Mark has experience in bushfire hazard assessment and has a Graduate Diploma in Bushfire Protection. He also assisted lead auditors in the preparation of compliance audits of development consent conditions of approval.

Jamie Seaton

Social Impact Assessment and Engagement Leader

Jamie Seaton

Jamie is our Social Impact Assessment and Community Engagement Leader. With 10 years experience in community and stakeholder engagement in the transport infrastructure and energy sectors, Jamie specialises in issues management and has managed government and community relations activities for Transport for New South Wales (TfNSW), NSW Roads and Maritime Services (RMS), Linc Energy, and Brisbane City and North Sydney Councils. Jamie has designed and implemented numerous community and stakeholder engagement strategies across major projects including the Woolgoolga to Ballina Pacific Highway Upgrade, Sydney Northern Beaches B-Line and TfNSW Inner West Light Rail Extension.

Jamie completed a PhD in 2010 which focused on the social impacts of population migration for local communities. Jamie is suitably qualified and experienced to undertake social impact assessments for all projects including State Significant Developments (SSD). He is currently leading social impact assessments for the continued operation and expansion of the Marulan South Limestone Mine, and a major NSW sand mine.
