Project Details

Construction and operation of an asphalt plant and reclaimed asphalt pavement processing facility within an industrial estate in Batemans Bay, NSW. The project will service transport infrastructure projects in southern NSW, while supporting a circular economy through recycling used asphalt, incorporating it into new asphalt and diverting waste from landfill.  

Element Engagement

Element lead the designated and integrated development application, which was assessed and approved by Eurobodalla Shire Council. Element’s engagement included:

  • Project management of the development application including all technical studies
  • Preparing the scoping report to obtain Secretary’s environmental assessment requirements
  • Preparing the Environmental Impact Statement
  • Preparing the response to submissions
  • Government agency and community consultation
  • Review and negotiation on draft conditions of consent
  • Preparing the environmental management plans and environmental education documentation for construction

Project Achievements

Located adjacent to an estuarine area, thorough assessment of potential impacts on water quality was required to inform the design of a robust surface water management system. Through Element’s thorough knowledge of technical matters and our hand picked team of technical specialists, we were able to develop a solution to the projects surface water management challenges that treated runoff from the development to the right standard.

Through regular and thorough engagement with key stakeholders to hear their concerns and explaining the proposed controls to address these concerns, Element gained their support, allowing Council to approve the development application with confidence.
